What happened:
• A lower court told Louisiana: "You need a second Black-majority district or you violate the Voting Rights Act."
• Louisiana drew one, using race on purpose.
• Other voters sued, saying that's an illegal racial gerrymander.
What the Court said, in plain English:
1. The Constitution bans using race to draw districts unless you have an extremely strong reason.
2. "Following the Voting Rights Act" can be that reason — but only if the Act *actually* requires it.
3. The Court re-read Section 2 of the Act very narrowly: it only blocks *intentional* racial discrimination, not just maps where minorities lose more often.
4. In Louisiana, Black voters and white voters vote differently mainly because of *party*, not because the state tried to hurt Black voters on purpose. Since there's no intentional discrimination, the Act didn't force a second Black district.
5. No forced district = no good reason to use race. So the map is unconstitutional.
Bottom line: States can't draw districts based on race just to fix partisan voting patterns that happen to line up with race. You now have to prove the state *meant* to discriminate, which is much harder — so the Voting Rights Act just got a lot weaker.
